According to MJBizDaily, up to a dozen states could legalize adult-use or medical marijuana in 2020 through their legislatures or ballot measures, although only about a handful will likely do so. As of right now, there are 10 states who want to legalize recreational cannabis through legislation or majority vote ballot initiate and four states with medical cannabis legalization plans. The states that plan to introduce recreational cannabis legalization this year are Arizona, Connecticut, Montana, New Jersey, New York, Pennsylvania, South Dakota, and Vermont. Medical cannabis states that have the potential to legalize medical cannabis in 2020 are Alabama, Kentucky, Mississippi, and South Dakota. The states that are most likely to legalize cannabis this year are New York and New Jersey as the momentum was built up last year and will likely carry over to 2020 as both states failed in 2019.
One of the biggest factors to consider about legalization this year is the fact that Illinois and its legalization through legislation, and not majority vote ballot, was a historic and first-time occurrence. This successful passage of recreational legislation by Illinois has paved the way for other states to follow suit and perform the same action.
Karen O’Keefe, director of state policies for the Marijuana Policy Project, stated: “Increasingly, legalization is moving toward legislatures. That’s the biggest shift.”
As for the medical cannabis states, Alabama is one of the most likely states out of the four states to legalize medical cannabis this year. Mississippi is also likely to pass it this year with a scheduled ballot initiative, however, Alabama is perceived to have the most momentum after a study commission approved a draft of the medical cannabis legalization that allows for treatment of diagnosed medical conditions with cannabis that is not in dried flower or edible form
